Our client is an employer-led organisation that has been set up to inspire and prepare young people for the fast-changing world of work. Its role is to act as a catalyst in the fragmented landscape of careers and enterprise, supporting programmes that work, filling gaps in provision and ensuring coverage across the country. 

In its first year of operation it has focused on improving links between employers and schools and colleges. It has established a network of coordination (Enterprise Adviser Network) across England in partnership with Local Enterprise Partnerships, with over 100 full time Enterprise Coordinators, each working with clusters of 20 schools and colleges. More than 1,600 school and colleges are now part of the network – nearly 50% of all secondary schools. We have over 1,400 Enterprise Advisers - business volunteers who have signed up to provide counsel to individual schools and colleges. The purpose of the Enterprise Adviser Network is to create powerful, lasting connections between local businesses and the schools and colleges in their area.

They have committed to investing £20m in proven programmes to connect schools and businesses, unlocking a further £15m in match funding. Funding is primarily directed to geographic areas in the country most in need of support – the 'Cold spots' – and 450,000 young people will benefit.

Role Scope:

Provide strategic support to the Chief Investment & Strategy Officer, including informing their approach to:

which activities their funds support
how they allocate funding through an effective decision making processes
how they commission and pay for activity to maximise impact
understanding the impact of what they fund
This is a hands-on role involved in the development and planning, implementation and review of funding allocations to organisations. The role will also require regular engagement with organisation’s research team and will support broader strategic objectives.

Key Responsibilities:

Designing their funds:

Oversee the development of our funding prospectuses working closely with our research team to ensure what we fund is based on evidence and that we commission research to support our funding efforts 
Work with the research team to identify how the Company’s analysis of need is used to target our funding (e.g. based on their Coldspots and  Disengagement reports)
Develop innovative commissioning approaches that ensure we engage local decision makers as much as possible (for example we are currently trialling schools making final award decisions)
Identify appropriate payment mechanisms that encourage grant recipients to deliver high impact programmes, for example considering Payment by Results
 
Deciding what they fund:

Oversee their fund assessment processes, building on our established processes to ensure that we run transparent and fair processes which are data driven
Produce and manage systems to support the assessment processes including templates and tools for bidders and assessors that provide data driven insights (e.g. eligibility, value for money)
Manage delivery:

Contract manage their third-party fund manager, ensuring their systems and processes support grant recipients to report progress, ensure payments are made in a timely manner, and provide us with the information we need around grant recipient performance
Work with their research team, external evaluators, and our third-party fund manager to design systems and processes to provide the monitoring data required to support our internal Management Information and evaluation requirements
Work with their Partnership & Community manager to understand the performance of individual programmes, managing and understanding the impact of changes to contracts where appropriate
In addition to the above requirements you will also be part of small team working together to deliver on their overall strategy for investment. You will:

Support strategic policy decisions using clear logic and commercial acumen
Work with the research team to deliver thought leadership through further research and data analysis, for example analysing the costs of provision based on costs provided by bidders to understand variation in price
Produce high quality written reports and data visualisations to communicate the results of your analysis
Work collaboratively with internal and external stakeholders on a range of projects within the education and careers sector
Have the opportunity to visit some of the programmes we fund
Undertake ad hoc projects and activities to support the company’s overall aim of preparing young people for the world of work.
Requirements: 

Graduate within a business or numerically-focused discipline or have equivalent training / work experience
Previous experience in data / information analytics
Demonstrated ability to translate complex technical concepts to nontechnical audiences
Strong Microsoft Office skills, especially Excel required.  Additional capabilities in statistical or data visualization software preferred
Experienced in producing meaningful reports and presentations based on data analysis.
Experience working independently towards agreed deadlines

Background Requirements

Qualifications and Experience Required:
